Off-year elections may not get the same attention as presidential races, but they have a huge impact on our daily lives. Local and state officials elected during these years make critical decisions about schools, public safety, infrastructure, and voting rights. These elections often have lower turnout—meaning your vote carries even more weight. Showing up in off years helps build momentum, shape policy close to home, and protect democracy from the ground up. YOUR VOTE MATTERS!

Retention Judicial Slate

Our mission for the 2025 election cycle is to fight to retain our judicial slate. 

With a new administration taking hold of our country at the national level, it is now more imperative than ever that we take on the fight at the state and local levels. And the most important battle in Pennsylvania, the final firewall for our rights, will be fought protecting our statewide appellate court system.

When first selected for full terms of office, justices of the Supreme Court and judges of the statewide Superior and Commonwealth courts run as members of a political party. After serving initial 10-year terms, those jurists who seek reelection do so through “retention elections” in which they are not affiliated with any political party.

In retention elections, voters are asked to vote “yes” or “no” on whether to reelect each judge seeking retention. The names of the candidates are listed on a separate area of the ballot, apart from individuals running for executive and legislative offices. No political affiliation is listed for retention candidates.

Judge Stella Tsai has dedicated her career to upholding justice and ensuring fairness within Philadelphia’s legal system. She current serves as a Judge of the Philadelphia Court of Common Pleas.

Montana Hartman graduated early from CV, studied sociology and political science at HACC while working retail and as a caregiver for his brother with multiple disabilities. A graduate of the University of Connecticut with a degree in Political Science and a Division 1 rowing background, Amyra values well-rounded education, having participated in music, STEM, and writing. As a mother of two daughters—Scarlett (15) in high school and Leia (6) entering the district—she is personally invested in Camp Hill’s future and eager to serve its students.

Kevin MockBorough Council: Kevin Mock

Nine years ago, my wife and I chose Camp Hill to raise our two children because of its strong schools, walkable downtown, parks, and welcoming community. As a bike commuter, I was especially inspired by Camp Hill’s commitment to walkability and cycling, and I want to continue strengthening these qualities as a Borough Council member.

Professionally, I spent nearly 30 years in environmental compliance, including serving as PennDOT’s regional archaeologist and later supervising its archaeology group. Earlier this year, I retired to focus on family and community service.

My name is Victoria “Tia” Wolfe, and I am excited to be running for a seat on the Camp Hill Borough Council. I am 31 years old, and my family and I moved to the Country Club Hills neighborhood of Camp Hill in early 2021. A native of South-Central Pennsylvania, I’ve always been passionate about the region I call home. Sean, the son of a blue-collar family and a Vietnam veteran father, was the first in his family to graduate from college and law school. He moved to Carlisle over 20 years ago, drawn by its history and community spirit, and quickly got involved as a volunteer while building his law practice.

In 2005, Sean was appointed to Carlisle Borough Council, where he served 13 years, including as president and deputy mayor. He authored Carlisle’s Human Relations Ordinance, launched the greenhouse gas inventory that became today’s Climate Action Plan, led racial equity initiatives, and advanced criminal justice reforms like adding a police co-responder to address mental health, housing, and addiction needs. As Finance Chair, he kept taxes down while ensuring quality services.

Today, Sean continues serving as solicitor for several Cumberland County townships. He and his wife, Amy, are proud to raise their two children in Carlisle’s diverse, welcoming community.

Safronia Perry is the CEO and owner of S. Perry Consulting & Coaching LLC, offering services to businesses of color and women-owned businesses as well as non-profit organizations. She is the mother of 2 sons, a daughter-in-love, and a grandmother of 2. She attended the OIC of Carlisle, the Academy of Medical Arts and Business in Harrisburg, University of Phoenix, took classes through Messiah College, and graduated from Leadership Cumberland in 2018. She previously served as a commissioner for the Carlisle Human Relations Commission, president of the Pennsylvania Human Relations Commission Advisory Council, member of the Pennsylvania Human Relations Commission Inter-task Force, board member of Domestic Violence Services of Cumberland and Perry Counties, member of Heart Soul committee, and member of the National Coalition of 100 Black Women Harrisburg Chapter. She is currently running the Racial Justice Coalition in partnership with the YWCA Carlisle, a board member of Leadership Cumberland, and the PA Humanities Council. Safronia serves as the chair of the Economic Development Committee and the vice-chair of the Employee Relations and Citizen Participation Committee.

Mitch Shiles Website 

Currently, an appointed member of Carlisle Borough Council, Mitch is an artist working in Carlisle. He studied biology at Penn State University, went to graduate school for ceramic studio art and recently completed online schooling in data science.

Mitch has been a volunteer for the Carlisle Climate Action Committee since its inception. In 2023, he analyzed 10 years worth of Penn DoT crash data to show council the need for further safety improvements for pedestrians and cyclists. This resulted in the borough passing its Vision Zero Resolution to reduce serious injuries and deaths on local streets to zero.

Mitch is a part of the transportation advocacy group Bikelisle, which advocates for making non-automotive modes of transportation feasible and safe through building community, education, advocacy, and the creation of cultural artifacts.

He lives with his spouse Rachel, his son Krusen, and their two cats Davey and Bizen.

Kristi Smith

Kristi Smith, retired vice president of Daily Express, brings over 30 years of executive experience to her candidacy for Hampden Township Commissioner. The first female vice president of the 90-year-old Cumberland County company, she oversaw the safe operation of hundreds of drivers, earning national safety awards and advising the National Transportation Safety Board.

A magna cum laude graduate in Transportation Management and Economics from the University of Maryland, Kristi has lived in Hampden Township since 1987. While building her career and raising a family, she also coached soccer, led a Cub Scout den, and supported both of her sons in achieving the Eagle Scout rank.

I was born in a small farm town, the son of a steelworker father and a factory worker mother who taught me the values of hard work and determination. I became the first member of my family to attend college (Hillsdale College), where I studied psychology and history. After graduating, I earned my doctorate in clinical psychology at Indiana University of Pennsylvania, specializing in the treatment of abused and neglected children. I then spent several years working in universities and children’s hospitals in California, Texas, and Utah. I returned to Pennsylvania in 2014 following child abuse allegations at Penn State University when I was recruited by the Penn State Children’s Hospital to develop and direct an outpatient treatment program for maltreated children. The program I built is now an internationally recognized model for the clinical care of maltreated children and conducts cutting edge research funded by the National Institutes of Health, the Commonwealth of Pennsylvania, and the Children’s Miracle Network. Through these experiences, I have worked with people from all types of backgrounds, managed multi-million dollar budgets, navigated state and federal regulations, and have always put the well-being of children first and foremost. I continue in this work as a Professor of Pediatrics in the Penn State College of Medicine.

Brian Sanker is running for re-election as School Board Director for Mechanicsburg Area School District – Region 1, a position he was appointed to in spring 2017 and elected to that November. He currently serves as School Board Vice President and Chairperson of the Finance and Facilities Committee. Brian also represents the district on the Joint Operating Committee of the Cumberland-Perry Area Vocational Technical School, where he is Chairperson of the Buildings and Grounds Committee. His work on both boards has given him valuable insight into the diverse needs of students from kindergarten through graduation and beyond.

A lifelong Wildcat, Brian grew up in Upper Allen Township and graduated from Mechanicsburg Area Senior High School.
